Hon. Francis Oluwatosin Shoga

Francis Oluwatosin Shoga was born on July 7, 1979, in Ijebu-Ode Local Government Area of Ogun State, Nigeria. He attended Loyola College, Ibadan, Oyo State, from 1991 to 1997, where he completed his secondary education. He obtained a Bachelor of Science degree in Banking and Finance from Olabisi Onabanjo University, Ogun State, between 2002 and 2006.

Driven by a passion for excellence, he earned a Master of Business Administration (MBA) in Business Administration from the National Open University of Nigeria, Abuja, between August 2014 and August 2016. To further deepen his expertise in financial management and economic policy, Shoga is currently pursuing a Master of Science (M.Sc.) in Banking and Finance at the prestigious Baze University, Abuja.

Francis Shoga is a certified professional with memberships in prestigious institutions, including the Chartered Institute of Bankers of Nigeria (CIBN), the Nigerian Chamber of Shipping (Member, 2023), the Chartered Institute of Shipping (Member), the Chartered Institute of Logistics and Transport as an Associate Member (2018), and the Chartered Institute of Purchasing & Supply Management of Nigeria as an Associate Member (2017).

His professional career began in 2008 as Supervisor and Manager at Babs Oil & Gas Enterprises in Lagos, where he handled human resources management, financial reporting, and business negotiations. Later, he joined the Bureau of Public Procurement, where he served with distinction for 16 years across various departments.

As Principal Procurement Officer from 2021, Francis served as Technical Adviser to the Office of the Vice President on Public Procurement, overseeing the implementation of the National Social Investment Programme. He reviewed and certified multi-billion naira contracts across critical sectors, including roads, agriculture, water resources, maritime, and defence. His work ensured compliance with the Public Procurement Act 2007 and guaranteed transparency in government spending.

Between 2018 and 2021, as Senior Procurement Officer in the Compliance, Certification and Monitoring Department, he conducted procurement audits across major ministries and agencies and prepared certificates of “No Objection.” From 2016 to 2018, he served in the Agriculture & Water Resources Department, reviewing credit facilities worth millions of dollars and monitoring agricultural procurement nationwide.

Earlier in his career, Francis contributed to capacity building by training procurement officers from Ministries, Departments, and Agencies on effective public procurement practices, bid evaluation, risk analysis, and anti-corruption measures. He also managed the national database for contractors, consultants, and service providers, ensuring real-time verification of eligibility requirements.

After 16 years of exemplary service at the Bureau of Public Procurement, Francis voluntarily bowed out to pursue his passion for entrepreneurship and youth development. He now serves as Managing Director of Gallero Global Resources, a dynamic enterprise focused on delivering innovative solutions in logistics, procurement consulting, and business development.

Francis has attended several professional development programmes, including Managing Procurement and Contracting Effectively (Kaduna Business School, 2022), Sound Procurement and Supply Chain Management Practice (2017), Monitoring and Evaluation in Public Procurement (2016), and Effective Management of Contracts (Global Training Consulting, London, 2011).

His commitment to youth development and national service has earned him multiple recognitions, including the Young Political Icon of the Year 2025 by Democracy Heroes Award Africa, the Award of Regional Ambassador as Outstanding Corporate Builder and Achiever of the Year 2019 by the Northern Youth Council of Nigeria, the Leadership Award of Excellence as Senior Advocate of the Youths by the National Association of Nigerian Students (NANS), Kwara State Chapter, and the Award of Selfless Contribution to the Beauty Industry in Nigeria by Lagos Beauty Summit, 2018.

Beyond his professional accomplishments, Francis Oluwatosin Shoga serves as the Director General of City Boy Movement, a foremost youth-based sociopolitical organization committed to championing the Renewed Hope Agenda of President Bola Ahmed Tinubu. Under his leadership, City Boy Movement has become a powerful platform for advocating the President’s policies and programmes, mobilizing grassroots support for his re-election, and promoting meaningful youth engagement in governance.
